Toppan Ecquaria implemented the Integrated Case Management System (ICMS), an innovative platform to streamline and digitalise criminal case filing for the Singapore State Courts. It is a 100% browser-based, end-to-end technology streamlining court processes, offering multi-agency integration and real-time synchronisation. It automates and integrates various case filing stages, eliminating manual paperwork and reducing administrative burdens.
Formerly known as Subordinate Courts, the Singapore State Courts aims to inspire trust in an accessible justice system. They serve society with quality judgment, dispute resolution, and court services. Established in 1877, State Courts have evolved with Singapore’s growth, playing a crucial role in its success.
The State Courts comprise 40 courts in four divisions: Civil Justice, Criminal Justice, Corporate and court Services, and Strategic Planning and technology.
In 2014, State Courts handled 352,240 cases and initiated the Primary Justice Project for early, cost-effective dispute resolution. Chief Justice Sundaresh Menon emphasised tailored justice, practical help, and stakeholder engagement in 2015.
Integrated Case Management System (ICMS) ensures seamless stakeholder collaboration, enhances data accuracy, and expedites case resolution.
ICMS benefits various stakeholders:
- Enforcement agencies, prosecution, and defence can lodge cases and documents 24/7, speeding up processes, reducing costs, and providing instant access to case information.
- Judges and support staff benefit from automatic case file creation, smart scheduling, and dynamic order selection. Real-time updates and intelligent checks enhance efficiency and accuracy.
- End-to-end integration and real-time updating of court orders facilitate swift processing and coordination.
- ICMS allows flexibility and real-time access for all parties during hearings, streamlining proceedings.
- It offers a unified, paperless platform for the entire case lifecycle, enabling concurrent access and early downstream work.
- Mobile computing devices, including iPads, enhance accessibility and efficiency for court interpreters and the State Coroner, allowing tasks to be performed remotely.
The electronic workflow streamlines the criminal, traffic, and juvenile case process from initiation to verdict, enabling seamless access to case information. Parties can submit positions via e-checklists before hearings, which are auto-generated into readable PDF e-minute sheets for judges to enter orders and sentences. This system eliminates data entry errors and ensures instant access to information in the e-case file.
Furthermore, real-time integration updates court orders, allowing for immediate processing of bail orders, including routing to the Bail Section and making them available to lock-up officers. The surety’s signing of the bail bond will be transmitted for the judge’s approval.
In 2015, the Integrated Case Management System (ICMS) won the APICTA Awards. The State Courts received Accolades in the Government and Public Sector category, highlighting their innovation, excellence, and impact in delivering digital solutions that drive public sector efficiency.
